When an individual commits a crime in Kenya, their journey through the legal system involves more than just arrest, trial, and court judgment. The police take the suspect’s fingerprints, document the entire process, and store this information in a database. This database enables the Kenya police to conduct checks on an individual’s criminal history whenever necessary.

This process of reviewing criminal records is crucial for the Directorate of Criminal Investigations when issuing a certificate of good conduct. It’s important to note that having a criminal record does not automatically disqualify someone from obtaining a certificate of good conduct. However, all criminal offenses and their respective trial outcomes will be disclosed in the certificate.

Log In to Ecitizen

To start, the application for a Police Clearance Certificate is done through eCitizen. Citizens, Foreign Residents, Diplomats, foreigners and refugees can apply, even immediately after registering.

How to login to Ecitizen

  1. Click the link: Login to eCitizen.
  2. Use your ID or email address as the username, and enter your password in the spaces provided.
  3. If the username and password match, eCitizen will send an OTP code via SMS or email. Once you receive the OTP, use it to gain access to eCitizen.
  4. If you’ve forgotten your password, you can request a reset code.
  5. If you don’t have an eCitizen account, you can create one by clicking Sign Up and following the registration steps provided below.

How to register for Ecitizen

To register for eCitizen, follow these steps:

  1. Go to the link: Register for eCitizen.
  2. Select your category: Citizen, Foreign Resident, Diplomat, Foreigner, or Refugee.
  3. Provide your document number, first name as it appears on the document, and year of birth.
  4. Once successfully verified, set a password, then continue to provide your phone number and email address for verification.
  5. Verify your phone number and email address.
  6. Upload a passport photo of yourself and accept the terms of use.
  7. Submit your registration.

You have now created an eCitizen account and can access over 8,000 government services, including those from the Directorate of Criminal Investigations. Log in and proceed to the next step, which involves heading over to the DCI section.

Scroll and Select Directorate of Criminal Investigations (DCI)

Once logged in, click on the highlighted section for the Directorate of Criminal Investigations. After selecting it, log in with your eCitizen SSO and proceed to the DCI dashboard.

Navigate to the DCI dashboard and select “Police Clearance Certificate” under the “Our Services” section.

Once you’re in the DCI dashboard, navigate to the “Our Services” section and select “Police Clearance Certificate.” Click on it to access the form. You’ll be prompted to indicate whether you’re applying for a good conduct certificate for yourself or for a child under 18 years old.

After selecting the appropriate option, you’ll see another screen displaying guidelines and important information related to your application.

During the submission process, make sure you have the following:

  • Download TWO (2) copies of the invoice.
  • Print ONE (1) copy of the C24 form on both sides.
  • Applicants must be present in person.
  • Bring the original ID card along with a photocopy, or Birth Certificate with its copy for applicants under 18 years old.
  • Applicants must allow their fingerprints and palm prints to be recorded on the prescribed fingerprint form C24.

The fee for the application is KES 1050.

Choose the fingerprinting area and collection area.

A fingerprint location is a designated station where DCI collects fingerprints. Choose a station that is conveniently located near you.

Pay for the Police Clearance Certificate Application

After choosing the fingerprint collection center, you need to make a payment of Ksh 1050 through eCitizen, which offers over 15 payment methods including banks and mobile money providers. Once the payment is made, submit and download the payment receipts along with the fingerprint capture form. These documents are essential for fingerprint collection at your selected station.
