The National Transport and Safety Authority (NTSA) has drafted the Operation of Commercial Service Vehicles Regulations, 2025, introducing mandatory requirements for commercial service vehicles to enhance safety and compliance. These measures aim to improve the operational standards of commercial vehicles in Kenya.

Under the proposed regulations, every commercial vehicle must:

1. Third-Party Insurance Coverage
   All vehicles must have, at minimum, a valid third-party insurance cover, ensuring compensation for injury, death, or property damage involving third parties.
2. Valid Vehicle Inspection Certificate
   Operators must make sure vehicles undergo regular inspections and maintain a valid vehicle inspection certificate. This ensures roadworthiness and compliance with safety standards.
3. Speed Limiter Installation
   Vehicles must be equipped with a speed limiter conforming to standards set by the Kenya Bureau of Standards (KEBS). This regulation targets speed-related accidents.
4. Vehicular Telematic Systems
   Each vehicle must have a vehicular telematic system installed, also conforming to KEBS standards. These systems enable real-time tracking and monitoring for improved management and safety.
5. Retro-Reflective Contour Markings
   Vehicles must feature retro-reflective contour markings with a minimum width of two inches. These markings must adhere to the standards set by KEBS, as detailed in the Second Schedule, enhancing vehicle visibility.
6. Efficient Fire Extinguishers
   Each vehicle is required to carry an efficient fire extinguisher, maintained in good working condition, and positioned for immediate use during emergencies.
7. First Aid Kit
   Operators must equip vehicles with a first aid kit sufficient to handle reasonable emergencies, promoting prompt medical attention in case of accidents.
8. Underride Protection Devices
   Commercial vehicles must install underride protection devices on the rear and sides where applicable. These devices must comply with KEBS standards to reduce fatalities during collisions with smaller vehicles.
